Arnaud de Graaf is an expert in international and European tax law. He advises VanLoman clients with a combination of academic expertise and extensive practical experience. He has taught at institutions such as Erasmus School of Law, the University of Curaçao, and the International Tax Center Leiden, and has published numerous academic articles on tax law.
Before joining the Dutch Ministry of Finance, Arnaud worked at PwC and Loyens & Loeff. He spent twenty years at the Ministry, where he played a key role in tax treaty negotiations, the development of the Dutch treaty network, and OECD-level discussions. In 2022, he represented Curaçao in negotiations with the Netherlands on amending the Belastingregeling Nederland-Curaçao (BRNC), a tax arrangement within the Kingdom. Following his time at the Ministry, he served as of counsel at BDO.
He obtained his doctorate from Erasmus University Rotterdam and has been a professor of International Tax Law at the University of Curaçao since 2020. Previously, he held a professorship at Erasmus University Rotterdam for eight years, where he also held various management positions.
